Careers - Senior IT Investment Management Consultant



Job description:

NetE is looking for two experienced, highly motivated, IT Investment Management consultants and Business Analysts to assist in delivering high-value consulting services to our federal government clients.

Responsibilities:

The chosen candidate will be a key member of a highly experienced and motivated consulting team providing advice and support to a federal agency in all areas of IT Capital Planning and Investment Control (CPIC). Tasks may include development and implementation of the full range of IT capital programming processes to include IT strategic planning, budget integration, acquisition and procurement management and performance monitoring and reporting. Correlated duties will include IT portfolio management, investment governance and oversight, and integration of CPIC and Enterprise Architecture (EA) activities. The selected individual will be responsible for, in whole or in part, the development of OMB Exhibit 300s and supporting documentation to include cost benefit analyses (CBA), life cycle cost estimates, risk analyses, and other related CPIC life cycle documentation.

Required Skills:

The selected individual will be able to demonstrate a working-level knowledge of relevant federal statutes, regulations and related guidance to include but not limited to:

  • Clinger-Cohen Act (CCA) of 1996
  • Government Performance and Reporting Act (GPRA)
  • Federal Acquisition Streamlining Act (FASA) of 1994
  • OMB Circular No. A-11,
  • OMB Capital Programming Guide, July 1997
  • OMB Circular No. A-94
  • OMB Circular No. A-130

The selected individual will be able to demonstrate excellent written and verbal communications skills as well as proficiency with all components of the basic Microsoft Office suite.

The successful candidate will join NETE, a minority owned consulting and web development company serving both commercial and government clients. Our Federal Services team is led by a small group of former Big-5 management consultants dedicated to providing value-focused consulting to the public sector in the areas of information resource management, Enterprise Architecture, Web design and systems integration, and electronic government (e-gov) systems integration.

Minimum Requirements:

Minimum of 3-5 years of consulting experience (applicable education may accepted in lieu of experience).

Education/Certifications or equivalent required:

BA or BS degree (Masters preferred) in Economics, Business, Management, Finance, Public Policy, Computer Information Systems, Computer Science or a related field required. PMI PMP certification highly desired.

Location:

Washington DC/Maryland/Northern Virginia metro area Federal Agency client site.

Clearance:
