Job description:
Individual will function as a key member of a NETE consulting team providing advice and support to a federal agencys Program/Project Management Office (PMO) in all areas of
Information Technology Management (ITM) and Capital Planning and Investment Control (CPIC). Tasks may include some or all of the following:
Information Technology Management PMO Support Tasks
- Providing the client with expert advice as it relates to the Project Management discipline to include related methodologies, procedures, tools, templates, techniques, standards and best practices.
- Authoring best practices and standard operating procedures to support PMO functions.
- Supporting PMO to develop project management performance metrics aligned to PMO and agency’s goals and objectives.
- Facilitating PMO to focus on integrating positive project practices, promoting the use of industry standard tools and templates.
- Helping leverage PMO position to facilitate knowledge sharing across PMO projects portfolio through lessons learned.
- Working with client to document requirements and develop project plans, schedules and budgets.
- Researching regulatory and administrative requirements for acquisition and procurement activities.
- Providing Activity-based management (ABM) and supporting PMO in Independent Government Costs Estimates (IGCE), project financial analysis, developing and implementing cost models
- Overseeing and coordinating various systems projects under PMO having significant magnitude and criticality in terms of complexity, cost, time-constraints, and equipment including software and hardware.
- Coordinating project update meetings, and documenting project status and issues on behalf of PMO.
- Coordinating across all functional areas, including business units, information technology and outside vendors.
- Conducting Earned Value Management (EVM) activities and actively participating in all stages of Enterprise Performance Life Cycle (EPLC) including maintenance of EPLC documentation.
- Other PMO supporting functions may include - Monthly Reporting, EVM Reporting, Creating and Maintaining Project Plans, Creating and Maintaining EPLC Documentation, Maintaining Task Mapping Matrix.
- Planning and supporting Enterprise Architecture (EA) activities and ensuring alignment with agency budget development and CPIC-related processes.
- Providing support in areas of configuration management, document management, risk analysis, risk management, requirements analysis, performance measurement, value engineering, and process and workflow analysis
Capital Planning and Investment Control PMO Support Tasks
- Planning development and coordination of Capital Planning and Investment Control (CPIC)-related processes and products.
- Assisting in IT Portfolio management to include development of decision support processes and models to assist in screening, scoring, and selecting investments.
- Authoring OMB Exhibit 300 Capital Asset Plan and Business Cases and related content to include performing and documenting analyses of alternatives (AOA), cost benefit analyses, risk analyses, developing performance goals and measures, and authoring related CPIC life cycle documentation to the OMB Exhibit 300.
- Documenting the agency's full IT portfolio, creating a full inventory, and mapping all components to the Business, Data, Service and Technical Architectures.
- Researching and evaluating IT portfolio management and CPIC-related tools and methods and briefing clients and/or internal management.
- IT Governance Boards.
- Developing of decision support products such as investment selection scorecards and templates.
Required Skills
- Excellent qualitative and quantitative analysis skills including intermediate level expertise in statistical and financial analysis.
- Must have excellent client relationship management skills and advanced writing and verbal presentation skills. Proficiency with Microsoft Suite is a must to be successful in this position.
- Experience working with SharePoint.
- Must have a proactive and positive attitude.
- Must demonstrate effective people skills and be an excellent verbal and written communicator.
- Must be a highly motivated problem solver who works equally well as part of a team and independently. Supervisory or project management experience desired.
- Knowledgeable in Clinger Cohen Act requirements, e-Government requirements, EA, and CPIC requirements, and the federal budget process.
- Ability to handle multiple assignments and changing priorities from client.
- Working knowledge of Operations Research and Management Sciences.
- Ability to analyze, define, document, and communicate business and functional requirements for systems solutions.
- Extensive understanding of project implementation, gap analysis, Business Process Reengineering, estimation, risk analysis, change management and software configuration management.
- Must have experience developing and defending business cases as per OMB 300.
- Strong background and experience with waterfall and agile software development methodologies.
- In-depth understanding of EPLC, SDLC, EVM, and PMI PMBOK methodologies and principles.
- Ability to perform detailed analysis of alternatives to include cost/benefit analysis, evaluation and presentation of various solution options, and ability to drive consensus among key stakeholders.
- Must have extensive experience managing projects following PMI PMBOK methodologies and be well versed in EVM.
Minimum Requirements
- Minimum of 6 years of consulting experience (applicable education may be accepted in lieu of experience)
- US Citizenship
Education/Certifications or Equivalent Required
- BA or BS degree (Masters preferred) in Economics, Business, Management, Finance, Public Policy, Computer Information Systems, Information Systems, Industrial Engineer or a related field required.
- PMI PMP certification highly desired.
- Capability Maturity Model® Integration (CMMI) and IT Infrastructure Library® (ITIL) training and experience a plus.
Work Location: This position will be located on-site at a Federal Agency office in Washington DC/Maryland/Northern Virginia metro area.
Clearance Requirement:This position requires applicant to be able to successfully meet eligibility requirements to clear a Public Trust Level 5 background security investigation.
