Even the most mature IT development process may result in systems that fail to
deliver the expected results, exceed original cost estimates or experience
major delays. In order to determine whether investments have achieved expected
benefits on time and within budget, current federal guidance directs that an
independent Post Implementation Review (PIR) be performed for all major capital
investments as part of the Evaluate phase of the Capital Planning and
Investment Control (CPIC) process.
Typically performed on investments six to eighteen months after implementation,
a PIR is an important diagnostic tool for determining the effectiveness and
efficiency of specific capital investments as well as the agency's overall
capital planning and acquisition processes. However, despite the potential long
term benefits to an agency of such reviews, for obvious reasons, PIRs are often
met with resistance from project staff of investments under review. Therefore,
it is important that the PIR process be performed as objectively and
transparently as possible with findings and recommendations well documented and
clearly supported by the facts. NETE provides Federal agencies with just such a
capability.
